The rapid development of China's social economy has led to the continuous improvement of the level of urbanization.Large cities and megacities are the regions with the largest population expansion and the fastest expansion of construction space in the urban system.The encroachment of a large number of ecological and agricultural spaces brings greater difficulty to urban management and environmental protection.Although various types of spatial planning in China have effectively controlled the scale and speed of construction land expansion,problems such as uncoordinated planning and excessive rigidity have led to the failure of planning and control,especially in megacities,which are difficult to curb the expansion of construction space.Taking Nanjing,the first mega city in Jiangsu Province as an example,this paper analyzes the spatial and temporal evolution characteristics of urban construction land expansion in Nanjing since 2000.And in-depth analysis of the relationship between construction land expansion and main functional area planning,land use overall planning,urban overall planning,ecological red line protection planning and its management and control.Conclusions as below:(1)From the spatio-temporal evolution characteristics since the 21st century,the expansion of construction land in Nanjing has shown a trend from rapid expansion to gradual slowdown.After 2012,the land of the city's main city was gradually saturated,and the expansion intensity of urban construction land was gradually slowed down.The formation of the urban spatial pattern of "one master,three vice" makes Xianlin,Dongshan and Jiangbei become the new urban growth poles,and the expansion intensity of construction land is higher than other regions.In general,urban land growth types are mainly residential land and industrial land,and there are obvious differences in urban growth types in different regions.From the perspective of spatial expansion,the urban center of Nanjing experienced a dynamic migration trajectory from east to south to north.The agglomeration degree of urban landscape increases and the urban space shape tends to be regular.(2)From the perspective of various space planning management and control effects,various spatial plans in Nanjing have played an effective role in controlling the scale and layout of construction land expansion.However,there are conflicts between plans in terms of scale,layout and the time limit of implementation,there are still a small number of new construction lands that do not conform to the spatial planning control rules.By further analyzing the reasons for the non-compliance of new construction land,the relevant proposals for the preparation of the national land space plan are being prepared.(3)From the perspective of the driving force for the expansion of construction land,the government and the market have played an important role.The government provides institutional support,policy guidance,and planning control,while the market uses capital investment,price mechanism,and competition mechanism to participate.The "two-wheel" drive of the two jointly promotes the growth and renewal of urban space.As urban space growth is not only influenced by the government and market players,but also driven by enterprises,citizens and other interest players,it is targeted to promote smart urban growth to construct a supervision system of urban space growth management from the perspective of government macro-control,market resource allocation,public participation management and technical meansLimited by the resolution of remote sensing image data and the lack of spatial planning database from 1996 to 2008,therefore,the paper analyzes the control effectiveness of planning with the change investigation data since 2009.In the future,high-resolution remote sensing image interpretation results can be further used to study the control effectiveness of planning to ensure the objectivity of the results.
