The Xinjiang production and Construction Corps is in the important opportunity historical period ofthe industrialization and urbanization, grasping the key of this golden period is the human capitalinvestment, in the process of the way of economic development transformation in corps, human capitalmanagement will bring new vitality into the development of corps’ economy. However, the currenteconomic and social development of Xinjiang production and Construction Corps lags far behind theeastern coastal region and central region, is also far behind the West City area in our country. This problemlargely relative with that internal human capital accumulation mechanism of the Corps is not perfect, thus,the accumulation is weak. The aim of this paper is to present the theoretical and practice analysis on humancapital agglomeration management problems of the Corps, hoping to perfect the Corps of the humanresource management system, provides solutions, make the human capital in the agglomeration mechanismtowards the rationality, feasibility under the new direction of development.This paper first describes the research background, significance, research status at home and abroad,as well as the human capital and capital theory. It analyzes human capital agglomeration from the educationlevel, industry level and regional level of corps and on the basis of that, it points out the existing problemsof corps human capital agglomeration.Secondly, the factor analysis for finding the main factors that influencing the concentration of humancapital from many factors of corps influencing human capital agglomeration, then, it points to the three keypoint, on the basis of this, to construct the management mechanism of human capital agglomeration tobreak this three kinds of spear, and put forward the corresponding safeguards. The conclusions of the paperare as follows:(1)The Corps human capital agglomeration talent education lags behind the demand of economicdevelopment, uneven distribution of human resources, the normal flow of human resources, are the largeproblems existed in the process. These problems restricted the accumulation of human capital.(2)From the analyzing the molecular factors of corps human capital can be found that system, scaleincome, non-agricultural economic and industrial development are the main influence factor, and thesystem returns to scale, and is a breakthrough in human capital agglomeration, non-agricultural economy isthe key of the human capital agglomeration, the development of industrial is the supporting point of humancapital agglomeration.(3)Learning mechanism, ability construction mechanism, social security mechanism, transfermechanism, policy guidance mechanism is the various important links of construction of human capitalaccumulation in corps, but also to build a core content of management mechanism of corps human capitalagglomeration.The security measures, and its interaction may promote the development of the directiontowards the concentration of human capital management in Corps.
