| The goal of this paper is finding ways to extended the quantity and optimize the scheme of the human capital in Xinjiang Production and Construction Corps. The Accumulation of Human Capital is very important by analyzing the theories of Labor Migration, Investment in Human Capital, Dual Economic Structure, Human Capital and Economic Growth and the fact. There are some problems according to the all-around analysis about the human capital quantity and quality, the problems are:Firstly,the quantity is shortage and Slow growth. Secondly,the level structure is irrational, the high-level human capital is lack.Thirdly,the allocation is not well, the distribution in industry structure and regional is inconsequence. There are conclusions by analyzing the process of the human capital accumulation according to Schultz's theory of human capital investment, the conclusions are:Firstly,the notion of human capital investment is behind. Secondly,the investment is not enough. Thirdly,the management mechanism is not consummate. At last this paper afford some suggests in reforming the human capital accumulation in Xinjiang Production and Construction Corps. |
