Research On The Reform Of Centralized Treasury Payment System Of Internal Control

The centralized treasury payment system reform is the important content of China’s fiscal expenditure management system reform, is the objective requirement of the establishment of the public financial framework. To gradually standardize the financial expenditure, improve efficiency in the use of funds, strengthening financial supervision, better play the role of financial fund major macro-control. China started the reform of centralized treasury payment system from2001, through many years of reform experience, basic status of centralized treasury payment system in the management of financial funds, has been basically established. At present, China’s centralized treasury payment system reform has entered a stage of deepening the comprehensive. Because of our country’s centralized treasury payment system reform involves a wide range, reform, in the process of reform has many problems, such as the department budgeting is not detailed enough, payment risks, the treasury centralized payment system need to improve. In view of the existing problems, how to take effective methods in system construction and technical means to solve, improve efficiency in the use of fiscal funds and operating efficiency, the centralized treasury payment system reform of health, steady development, is the centralized treasury payment system reform theory research.The financial sector is the main body of budget, treasury centralized payment system reform and policy makers and practitioners, the Department of internal control mechanism is perfect or not, directly affect the implementation of the system of national treasury centralized payment. How to strengthen the account management, strictly cash plan approval and other measures, improve the financial departments of the internal control system, the reform of centralized treasury payment system to promote, is the subject of this paper.In this paper, from the perspective of internal control of the financial sector, the Finance Department of Gansu province in the implementation of a centralized treasury payment system reform of the main methods for analysis and evaluation, based on investigation and referring to the domestic and foreign advanced experience, aiming at the problems in the reform, optimize the elements of internal control, workflow design modification, perfect the internal control mechanism. Suggestions, provide the reference for the further deepening of the reform of treasury centralized payment system.
