China(Zhoushan) Marine Science City Construction Countermeasures

Implementation of innovation-driven development strategy is a major strategic plan made in the party’s18. Promote closer economic integration with technology through the construction of science-city or high-tech development zone. To promote cultivation of transformation and upgrading of traditional industries fostering and strategic emerging industries through scientific and technological innovation, has become an important form of domestic provinces and cities to seek innovation-driven development.July2013, Zhoushan municipal government made the decision to building China (Zhoushan) Marine Science City, will be held every effort, gathering resources of marine science and technology innovation, to create "production, learning and research" which included in the marine science and technology innovation system. Cultivating innovative marine high-tech industry cluster, Cultivating innovative marine high-tech industry cluster, providing a technological driving force for transformation and upgrading of district development, and an important support of Construction "Ocean province" and "innovative province" in Zhejiang Province.In this paper, China (Zhoushan) Marine Science City building is the research object. By studying the methods of theoretical analysis and comparative analysis, analyze marine science city, marine science and technology innovation, Integration of industrial and urban and other related concepts. By using of new public management, industrial clusters, multi-drive, regional innovation and other related theories, analyze a typical case of the science city of domestic and foreign, to provide the necessary theoretical basis and innovative experiences for the building of Zhoushan marine science city. The paper detailed analyze the status of marine science thesis of Zhoushan City and explain the three major advantages and five constraints of the building of China (Zhoushan) Marine Science City.Finally, the paper put forward four suggestions. First, innovate organization and management mechanisms of marine science city. Establish reasonable management system of marine science city, strengthen exchanges and cooperation platform and promote the innovation of industrial organization. Second, we must execute Industry focus policy and construct characteristic zone of marine science and technology. Make industrial planning and guidance around two themes of marine science and technology to promote the development of marine characteristic industrial clusters. Third, build a service support system and wisdom quality zone. Integrate industrial and urban to build a multifunctional complex urban communities. Integrate service to construct the industrial platform service system. Focus policy to form composition of forces of promoting the development of science city. Fourth, Innovate financing models and boost the rapid development of science city. Make financing platform Bigger and stronger and promote technological and financial development.
