With the coming of3G,4G network era,and on prospect of the big policy which the country vigorously develops the Internet of things technology and industry, many small and medium-sized traditional value-added services enterprises are facing unprecedented challenges, but also facing great opportunity of strategic transformation, CINTel also is same. How to effectively grasp the development trend of the Internet of things, grasp the trend of national policy, using the products of their existing platform and technical advantages, to achieve a stable strategic transformation, it is extremely important to CINTel.This paper mainly introduces current enterprise situation of CINTel, the content of this thesis, the significance and the innovation point. Then, by reviewing the literature at home and abroad, keeping track of the latest theoretical knowledge of domestic and foreign strategic management and business development strategy, elaborate the theoretical knowledge related to strategy, strategic management, business layer strategy and strategic analysis methods in research.Upon above theoretical analysis, further analyze various of enterprise system and external environment factors which impact enterprise transformation, and analyze the internal environment of CINTel in detailed. Based on this, to find the alternative paths of CINTel’s strategic transformation; Finally, put forward the transformation strategy in line with the development of enterprises, including the core values of the enterprise, strategic principles, the strategic target and the strategic implementation plans, programmes, tactics and soon.
