Research On The State-owned Assets Management Of Administrative Institutions From The Perspective Of Public Finance

Since the reform and opening, China’s state-owned assets management reform hasmade great progress, but it focus more on state-owned enterprise reform, while thereform of state-owned assets management of administrative institutions is a bit delay.There are many problems, such as management consciousness, unclear assets accounts,arbitrary disposal of assets, loss of state assets, etc series problems. With China’seconomic development, the further development of reform and the gradualestablishment of the public finance system, the proportion of state-owned assets ofadministrative institutions among China’s grows bigger and bigger. Thus it becomesmore and more urgent and important to strength the state-owned assets management ofadministrative institutions.This article expands the discussion about state-owned assets management ofadministrative institution in City Changzhou, by using public finance theory, takingentrusted agency theory as theoretical basis for analysis, describing the basic meaningof state-assets and state-assets management, and each stage of forming and developmentagainst model of state-owned assets management of present administrative institution ofCity Changzhou. Meanwhile with gathering together closely around the presentsituation of state-owned assets management of administrative institution of CityChangzhou, from the analysis of the entrusted agency, obstacle system, system interface,supervision and restraint, by using literature collection, case study, comparison andanalysis, etc., it makes further studies of state-owned assets of administrativeinstitutions of City Changzhou.In view of main problems occurs in state-owned assets of administrativeinstitutions in City Changzhou, it puts forward following constructive suggestions in administrative institutions: by strengthening all-government property rightconsciousness of assets, establishing three mechanism of state-owned assetsmanagement system, perfecting management system of state-owned assets, and fullysupervising functions of inside and outside on the state-owned asstes.
