Research On The Problems And Countermeasures Of State-owned Assets Management In Administrative Institutions

As an important component of China's state-owned assets system,the state-owned assets in administrative institutions play an extremely important role in the development of government public administration and public utilities.The development of China's reform and opening up and the progress of market economy have intensified the demand for state-owned assets management reform,making it significant to the development of China's state-owned economy by figuring out a scientific and efficient set of methods for state-owned assets management.So far,many local governments have actively explored the management of state-owned assets of administrative tutions according to their actual situation,with several successful management models established.Nevertheless,the research on the management of state-owned assets in provincial and municipal administrative institutions is still in progress.The political and theoretical circles have made a great deal of research and exploration on the reinforcement and standardization of the state-owned assets management in administrative institutions.Typical models of public assets management overseas include the Japan-Korea model,the German-Australia model,the US-Canada model and the Brazil model.In terms of the practice in domestic provinces and cities,this paper discusses the reform of state-own assets in Foshan,Guangdong,Nanning,Guangxi and Sichuan Province.For the conditions of LX City,in particular,the reform of state-owned assets management in administrative institutions lags far behind the eastern and most western PR ovinces.This paper intends to find a way out for LX City by learning from the domestic and foreign successful experiences,to propose a feasible program for its state-owned assets reform.The concept of state-owned assets in administrative institutions is discussed in this paper,with the tasks,specific contents and principles of state-owned assets management defined.On this basis,the representative management models at home and abroad are analyzed,to sort out the well-proven management models and the referential experience.The changes in the scale and property of state-owned assets in the administrative institutions of LX City are then studied,to conclude the major problems,including weak management awareness,unreasonable asset allocation,inefficient asset utilization,severe loss of assets and nominal management system,with the corresponding causes worked out.Based on these problems,this paper clarifies the objectives and significance for the management reform of state-owned assets in the administrative institutions of LX City combined with the practical situations of the city,with recommendations made for the in-depth reform of state ownership in the administrative institutions of LX City,such as deepening the understanding of state-owned assets,strengthen the management consciousness of state-owned assets,improving the state-owned assets management system,to change the management idea of state-owned assets in administrative institutions and improve the supervision mechanism,as well as establishing and improving the state-owned assets management information system.
