The Research Of Rural Financial Management

China’s rural population continues to occupy half of our population, the rural financial management is the management of assets for all people. It not only plays a role in the state financial, but also relates with the vital interests of the masses, affect the process of modernization in rural areas. To search, design, select the model of rural financial management that is appropriate to the characteristics of rural self-development is the need to strengthen financial management in rural areas, to promote rural collective economic development, and is an important measure of safeguarding the vital interests of farmers. More importantly, it is conducive to the consolidation of the status of the ruling Communist Party and building a moderately prosperous society, to achieve our great dream.The thesis first analyzes the connotation and the advantages and disadvantages of the current financial management patterns in china. Then conducts a research of rural financial management through a survey of19countries in Xipingluo of Huixian District, Henan province, which shows the following problems:the debt problems are severe; rural asset management is not normative enough; the fundamental work of the rural accountants is weak; the openness of rural administrative affairs and democratic financial management are superficial. It also analyzes the causes which include the underemphasis, mistaken ideas and hysteretic financing awareness of the rural leaders, poor financial management, lack of regulations and rules in terms of financial management, the unstableness and poor qualifications of the financial leaders, low awareness of supervision and lack of effective supervision. The cause analysis triggers a further thought of completing rural financial management and the following suggestions are provided:completing the "intermediary commission" model, adjusting the accountant team and increasing the professions of accountants, completing the supervision system and strengthening the prewarning work, reinforcing the audit functions and certified public accountants enter the area of country, fully applying the villager self-management policy and improving the qualities of leaders and so on.
