The Research On The Village-level Financial Management Xinghai Street In Panjin

Village-level financial management is an important basic work of rural works. With the development of the rural reform, rural affairs are increasing year by year and economic activity has become increasingly frequent, the village-level financial management has exposed the growing problem, which has become an important factor leading to kinds of conflicts, affecting social harmony and stability, sharpening the relationship between the cadres and the masses, reducing the trust of the broad masses of peasants to the party and the government. The problem of the village-level financial confusion has become a common problem all-over the countryside. How to do a good job in the urgent and complex situation of the village-level financial management is worthy of our consideration and discussion.In this paper,8villages of Xinghai Street in Panjin are the object of study. Firstly, the present village-level financial management situation of Xinghai Street was analyzed. Through the survey, we found the village-level financial management of Xinghai Street mainly had following several problems:the weak accounting basic work, the disorder village property management, the chaotic use of funds, the large non-productive expenditure, severe violations of discipline, financial rules and regulations which were difficult to implement, etc. Secondly, the main reason for the existence of these problems was analyzed. The main reason was that the rural collective assets property right was not clear, the dislocation between village and the Party committee and government departments, supervision mechanism functions were not in place, Village cadre understanding existed erroneous zone, the treatment and guarantee of village cadre were low, etc. Finally, the paper aiming at the actual situation of Xinghai Street put forward several improvement countermeasures for village-level financial management, by drawing on foreign management pattern and the advanced management experience.The improved scheme of village-level financial management for Xinghai Street has certain feasibility, because it had combined with the situation of the District, the Street and the Village, had considered the needs and future trends of the rural social development, also it had selectively learned from the management experience of advanced areas and had improved the level of system and the practice operation. It also has certain reference significance for the village-level financial management of other areas.
