From the1990s, the global economic structure changes from the industrial economy to service economy. In this environment, there are many new modern service enterprises to broaden the service field. At the same time,many traditional service enterprises are upgraded and promoted. Many new modern service enterprises with high technology and high value-added develop rapidly. The development of modern service industry has already become a great power to pull economic progress. The rapid development of these enterprises overcome the shortage problems faced by the economic development, such as resource crisis, economic crisis and employment pressure. At the same time, the development attracts a large number of labor. So it largely eases the employment pressure. For example, industrial policy is not perfect, lack of financial support, tax policy is not reasonable, investment and financing policy is not perfect and the timeliness of human resource policy is poor.
