At present, the modern service industry has become an important symbol to reflect a region’s economic development level, economic vitality, development potential and competitiveness. Accelerating the development of modern service industry has played a very important role in the adjustment of economic structure. It can also change the mode of economic growth, accelerate urbanization and industrialization, improve the quality of life and promote social harmony. The reports of the 18th national congress of the CPC put forward to "promoting the service industry, especially the modern service industry to grow". Jiangsu provincial Party committee and government proposed to accelerate the development of modern service industry to promote the transformation and upgrading of service industry. In the sixth party congress of Yangzhou, two "48%" objectives had been proposed. One is the proportion of service industry in GDP, another is the proportion of service industry employees in total employees. Therefore, the development of modern service industry has become the trend of economic development.From the development experiences of the developed countries and advanced regions, the government policy has the extremely profound influence on the development of modern service industry. Yangzhou had introduced the modern service industry policies one after another, formulating several opinions on accelerating the development of modern service industry and plans of action about nine key industries. It tells the key point of the development of modern service industry in the future. Under the guidance of government policies, the modern service industry of Yangzhou has achieved a certain degree of development. However, we should also clearly see that the internal structure of the modern service industry is not balanced. The development level and qualitative state don’t meet to the requirement of forming and advanced manufacturing industry and so on. For this reason, the policy environment of modern service industry needs to be improved.Based on the theoretical knowledge of management science, economic, statistics, etc., the article utilizes the theory of government intervention, the theory of public policy and the theory of industrial structure evolution, to review the history of modern service industry. The research methods include literature research method, survey method, individual method and comparative method. This article makes a deep research on the domestic and foreign literatures about modern service industry and determines the connotation of modern service industry. This article analysis the present situation and policy effect of modern service industry in Yangzhou, finding out the problems in the process of running the policies. Based on this, with the profits from the overseas’ experiences of developing modern service industry, this article proposes several suggestions to improve the Yangzhou government policies of modern service industry. In hope to providing the reference for Yangzhou municipal government and the department concerned to formulate and improve the modern service industry policies, and to promote Yangzhou modern service industry to realize the benign development.
