With the deepening of economic development and the reform and opening up process, Chinese social development has obtained worldwide attention achievements, Chinese national economy has maintained a rapid growth, and people’s living standard has dramatically improved in promoting reform because of the opening up and high-qualified living environment. However, in the circumstances of the economy environment has become increasingly complex and competitive situation has become extremely fierce, the more and more widening income gap of residents in our country at the present stage and the dramatic increased overall income level of residents is caused by the unfair distribution of income. Nowadays, there are still large numbers of poor people live under huge survival pressure. The problem of poverty has become one of the most acute problems in today’s society. In the past30years, China turns out to be the country with large gap of income distribution in the world from the country with an average national income distribution. The reform did not make more people benefit; the achievements of economic and social development has not been shared by members of social collective. The existence of low income group has become an indisputable fact. Whether or not the income distribution’s fairness, rationality, objectiveness, and justice are related to the residents’ own interests and economical development has now become the people’s livelihood issues of most concern to the international community.City low-income groups continue to grow is reflect and inevitable outcome of the economic system changes. With the reform is forwarding deeply, low income still has a tendency to deteriorate. With the continued expansion of income gap in our society, Chinese gini coefficient was0.473in2013. Due to0.4gini coefficient is the gap between rich and poor warning line of international standard, China has entered the unfair income distribution area. We should arouse vigilance; otherwise it will cause a series of social unrest and other problems. The low income group is a large and important group which deserves more protection and attention. The member of low income group is numerous and has slow income growth which is influenced by their abilities, educational levels, job skills, and other factors. They face with certain difficulties in social life and threat the social stability and unity of economic development. Therefore, research on low income groups’ social problem, which is related to the fundamental problem of the popular sentiment, the livelihood of the people, have important practical significance.This article is based on the above ideas with layer and layer progressive analysis. It consists of five parts which are one introduction and four chapters. Firstly, the introduction part elaborates the research goal and the significance, summarization of research status of scholars at home and abroad, the research content and innovation points of this paper. Secondly, the relative standard Engel coefficient of standard low income groups is defined and guiding function on the problem of the low income group of theoretical basis for the second part. Then, the third part analyzes the low income group’s income status and income policy’s purpose, development, existing problems evaluation, and summarizes the reasons of policy problems. The fourth part puts forward the social and economical support of the US,Japan, and Sweden for low income groups, and takes its essence, with the characteristics of China’s proposed policy reference. Finally, after analyzing and summarizing the above problems, the fifth part points out the suggestions on policy purposes, policy making, and policy evaluation,and optimizations on relevant supporting policies.
