Research On The Construction Of A New Agricultural Operations System From The Perspective Of Institutional Arrangements In Tibetan Areas In Yunnan Province

Since entering the new century, with the acceleration of industrialization andurbanization, agricultural development also takes great changes. Traditional small familybusiness has can’t meet the needs of the development of modern agriculture, the way ofagricultural operations needs to be changed in a hurry. To this goal, the report of theEighteenth National Congress of the CPC point that we should uphold and improve thebasic system for rural operations, foster new types of agricultural business entities, anddevelop large-scale agricultural operations in diverse forms. We should establish a newtype of system for intensive agricultural operations that are specialized, well organized andcommercialized.To speed up building a new type of agricultural operations system is a major task ofdeveloping modern agriculture, also the important way to increase farmers’ income. Thenew types of agricultural business entities is the foundation of the new type of agriculturaloperations system, agricultural socialization service is the important support of the newtype of agricultural operations system. In view of this, this study combined with thecurrent agricultural rural economy development situation, add new meaning to the new ageagricultural operations system, and in view of the development of the essence andcharacteristics of new agricultural operations system, using field research, questionnairesurvey, and expert discussion method to study the agricultural operations status andexisting problems of Shangri-la county, Diqing in Yunnan province based on theperspective of institutional arrangements. In view of the current agricultural businessentities and related interest groups makes game analysis, and do the tiers analysis with theinfluence factors of development of new agricultural socialized service system, finally putforward system innovation and policy measures to speed up the construction in Yunnanethnic Tibetan areas of the new type of agricultural operations system, providinginstitutional guarantee and support elements for agricultural modernization.The main conclusions of this paper:(1) The new type of agricultural operationssystem combined with regional characteristic, advantage industry, and highlight theadvantages of regional development.(2) The key to build a new type of agriculturaloperations system is to promote the formation and the development of the new types of agricultural business entities, such as the farmers’ scale operation, leading enterprises,farmers’ professional cooperative organizations and farmers community or industry serviceorganizations and so on.(3) The key of foster and develop new type of agriculturalbusiness entities is to seek breakthrough in its development requirements, developmentmechanism, development power and development efficiency.(4) The establishment andimprovement of the new type of agricultural operations system need to straighten out thesystem and mechanism, to develop policies and ways of government support in agriculture,to build a new entities for the internal conditions and external environment, so to heightenthe level of the intensive, specialized, organizational and socialized. According to theconclusions, this research put forward the corresponding countermeasures from the aspectsof the innovation of agricultural operations system, fostering new types of agriculturalbusiness entities, developing various forms of moderate scale operations and socializedservice,and development of plateau characteristic agriculture.
