Research On The Early Warning Mechanism For The Overseas Operating Of Chinese Oil Companies

In recent years, with the wide spread of sovereign debt crises, the global economy seemsreluctant in recovering. The Chinese oil enterprises take hold of the opportunity to accelerateoverseas layout. However, because of the complex overseas market environment andcontinuous regional conflicts, along with the lack of sufficient overseas operating experiencefor some enterprises. The blindly development will increase the uncertainty of overseasoperating for this Chinese oil companies. Once suffer major risks, they will meet a fatal attack.Thus, for the sake of the long-term development of the enterprise itself and the national energysecurity strategy, constructing the early-warning mechanism against major management risksis imminent for all Chinese oil companies.This article will take the major risks which faced by Chinese oil companies when processoverseas operating as the research object, take the building of the risk early warningmechanism as the research focus, integrated use the related knowledge of fuzzy mathematics,system theory, cybernetics, risk management and risk early warning theory, summing up threemain characteristics of major risk through analyzing this major risks, and then conduct acomprehensive and detailed analysis of this major risks one by one. By building a risk earlywarning mechanism indicator system and multi-level fuzzy comprehensive evaluation modelfor the oil companies, this article formed a major risk response mechanism and designed theearly warning mechanism for the overseas operating of Chinese oil companies. Finally, thisarticle empirical analysis the status of the operations risk in China-Burma oil and gas pipelineproject (Myanmar section) and proposed the corresponding strategies.Through the establishment of the early warning mechanism for the overseas operating ofChinese oil companies, the enterprises can effectively identify and pre-control major risks, It isan significant reference and guidance to enhance the strength of overseas operating forChinese oil companies.
