Efficiency Analysis Of Government Health Expenditure

The development of health services is closely related to public health.However,major epidemics,some infectious diseases convinced disappeared included,werefrequently spread in recent years. It’s more and more difficult and expensive to see adoctor.Although the cost of government’s health spending is increasing every year,it’sstill relatively less than the growth of economy in China.And the effect of the healthpolicy implementation is not satisfied.According to the goal put forward by thegovernment that Achieving universal access to basic health services in2020,the onlyway to guarantee a steady improvement of people’s living standards,promote healthydevelopment of China’s economy,accelerate the pace of building the harmonioussociety is to improve the efficiency of government health spending and establish agovernment-led multi-health investment mechanism.Through the empirical data collection and studies,this paper analyzes the efficiencyof government expenditure on health.Starting with the scale efficiency of governmenthealth spending, the allocative efficiency of urban and rural health outputefficiency,analyzing the influencing factors and the relevance, the presence of ourgovernment health policy come to the following problems:the shortage of totalgovernment health spending and the low scale efficiency; imbalance in the distributionof government health spending is obvious between rural and urban; governmentinvestment in preventive health care and health outcomes efficiency is poor.After a deepanalysis of the problems,this paper make the following policy recommendations toimprove the efficiency of government health spending from the perspective of publicfinances; promote financial reform, improve the health of fiscal decentralization systemof governments at all levels;adjusted government fiscal expenditure structure,expanding the size of government expenditure on health; increase investment in ruralhealth, narrowing the gap between urban and rural areas; establish relevant performanceappraisal mechanism to improve the efficiency of health outcomes.
