Study On The Impact Of China’s Fiscal Decentralization On Public Health Input

After large-scale previous studies on the impact of fiscal decentralization on publichealth input have been analyzed and summarized, the conclusion that the study results aredifferent with sample data, sampling time and the view of public health input was proposed,which caused the author’s motivation to give a study on the nationwide influence of fiscaldecentralization on public health input since the year of2000.Taking expenditure decentralization as a measure of fiscal decentralization, this thesisfirstly emphasized the current situation of fiscal decentralization and the condition ofeast-central-west regions, and then gave a detailed analysis of the current situation ofpublic health input from its quantity, structure, efforts level and efficiency. Finally, thisthesis broke the pattern that only one indicator was taken as the object of study in previousstudies, instead, the influence of fiscal decentralization on public health was studied fromthe following three viewpoints: the influence of fiscal decentralization on the total quantityof public health (per capita government health care expenditure), the effort level of publichealth input and the efficiency of public health,and also gave a theoretical analysis andempirical study on them.The empirical study indicates that China’s fiscal decentralization has positive effecton the total quantity of public health from the points of the whole country and east-middle-west regions; that the influence of fiscal decentralization on the efforts level ofpublic health input are different with regions, to be specific, the east and middle parts ofChina are positively effected, but the west region is the opposite; and that fiscaldecentralization in all parts has negative effect on the efficiency of public health input. Atthe end of this thesis, aiming at these negatively influenced parts, with the combination ofthe efforts level and efficiency of public health input, from the aspects of reasonablydividing expenditure duties, establishing scientific local government performanceevaluation system, perfecting transfer payment system, improving the preference mechanism of the whole people and adjusting and simplifying government administrativeagencies and some other suggestions that exceed the scope of fiscal decentralizationsystem, proposed relevant policy recommendations.
