In recent years, it is necessary to increase a new value-added service during high-speed rail transport capacity underutilized and operated losses though the existing high-speed rail network is expanding. Theoretically, carrying out freight business in the existing high-speed rail has ample transport capacity, and on the demand side, along with the rapid development of China’s express delivery industry and high value fast freight demand,the high-speed rail compared with other modes of transportation has clear comparative advantages, such as large volume, punctuality, fast, safe and the average cost less than aviation. Therefore, with high-speed rail carrying high-value goods may become a new revenue sources. However, Specific to the actual situation of China’s high-speed rail, high-speed rail carry freight express business has various obstacles. On the supply side, firstly, the original high-speed rail does not have the operating conditions about carrying freight express, it is necessary to study the technical feasibility; Secondly, financial viability is uncertain because of it maybe lead to a loss for cost out of control which is the price under the limit of air freight price. On the demand side, China’s railway freight transport companies today is not in a good business situation, whether can attract a sufficient supply is a real problem if carrying freight express business. Therefore, it is important that studying the technical and economic feasibility of different models about freight express business in existing high speed railway from the perspective of railway transportation enterprises.Firstly, papers analyze express business prospects for the future in China through analyzing the current situation of carrying out high railway express business overseas combined with domestic rail freight organizational reform and the early test situation about high speed railway,and the adaptability between high speed railway and express. Secondly papers analyze the technical and economic foundation, principles and restrictive conditions of carrying out the high-speed rail in China from economies of scale and scope rail transport economy of view. Paper summarizes the four operating modes high speed railway express, which are existing high speed railway passenger piggyback transport mode, confirmed high speed railway vehicle transport mode, mixed passenger and freight high speed railway mode and high speed railway freight train. Then papers analyze the four modes of the scale economy and the technical feasibility.Papers make a theoretical analysis about the price and cost of the four modes. By contrast package line and high speed railway passenger cost structure, to extract the cost structure of the high speed railway freight train. Finally, papers make an example that Zhengzhou-Xi’an high speed railway line operating freight express business, to providing pre-evaluation about the financial circumstances of high speed railway operating freight express business. As long as there is a margin of transport capacity, different passenger density of high speed railway line operating freight express business will be get a mass of profits in the case of adequate freight supply.Research papers can provide a reference for the railway transport enterprises to carry out such operations in practice, and can be an in-depth case study to the railway transportation economies of scale in theory. The paper has a certain theoretical and practical value.
