In recent years, Chinese public construction projects are growing and present a sustained, rapid growth trend. Construction-agent system as a governance mean of government investment projects has generalized and applied in the field of national education, health care facilities, public buildings etc. The supervisor mode of Chinese government investment projects phases into construction-agent system. Government sectors are striped from the project management function, and commission professional construction company (or project management company) to agent management function in this mode. This approach improves the efficiency and quality of public construction projects in a certain extent by allowing full play to project management company through incentive and restraint mechanisms.Although many scholars do a lot of beneficial research in terms of construction-agent system, and provide a more extensive theoretical basis for the practice of construction-agent system. However, theoretical results which research from the perspective of project governance structure are less. Most of managers select governance structure of construction-agent projects relying on long-term project experience. Few managers can fully consider and make decision scientifically and systematically. Also, because the factors that affect the choice of governance structure of construction-agent projects are too many, and the impact of various factors on the decision-making is complex, but also there are complex relations among the factors, so traditional analytical methods in solving such fuzzy, chaos, complex problem have been powerless.In this context, the selection of governance structure of construction-agent project has become the focus of attention in academic circle and practice circle. In this thesis, I review and analyze relevant literatures about construction-agent system, project governance etc. I use text analysis method to identify key factors which impact the governance effect of construction-agent projects, then summary10key factors by analysis of10construction-agent projects. On this basis, establish artificial neural network model and use these10key factors as input variables. And60projects are selected, according to evaluation from the scholars who relevant government departments and personnel construction companies on the key influencing factors, so as to obtain the model input data. The artificial neural network algorithm program is written by MATLAB. A final decision-making model is got through training and comparative analysis of the trial network models. User interface of the decision-making model is compiled by MATLAB GUI Builder. Finally, Chinese disabilities comprehensive sports training base construction is taken as an example, to analyze and test the decision-making model. This study attempts to use the artificial neural network technology into the actual decision work of governance structure of construction-agent projects.
