Each production system at least has one weakest link which constrains the capacity, and that is referred to be the bottleneck of this system. Even we are in a prospect industry, this problem will affect the production and marketing rate. For enlarge the bottleneck which affect production line capacity, it is necessary to improve and optimize the aspects such as production process, workshop layout, planning and materials.In Eighties of last century, Israeli physicist Dr. Goldratt created a new system called Theory of Constraints (TOC) by his novel "Goal". The principle made a deeply research to the simple and common bottlenecks. Later on, gradually formed TOC five steps, Thinking Processes (TP) and DBR solution. Then with the new system being applied in manufacturing, it shows trustable superiority. People called TOC as the one which can catch up just in time and material resource planning system.F workshop as a new set-up entity shows the problem that lacking of capacity, but the reason behind this, are some other production defects. based on TOC theory, the article investigate the fabrication and management status and come to the conclusion for the bottlenecks, lack of capacity, long through put time, improperly staff performance evaluation, workshop layout. Taking advantages of TOC principle for setting up the strategy to maximum usage of the bottleneck capacity, short through put time, new organization management, optimize workshop layout and so on. In the end, made measures to ensure all be carried on in a proper way.This paper make TOC theory as the foundation, combine the workshop and industry situation to set up the fabricate management system properly for F workshop. And give the bottleneck solution, improve and guarantee the measures carried on. One hand effectively upgrades the production running status, and the other hand basically solves the key problem point in fabrication. Anyway, the new solution will provide F workshop direct and indirect profit.
