Procedure Control&Assessment Study For HT Company Gasoline Quality Upgrade Project

For the sake air pollution decrease and environment protection, environment friendly clean fuel has been used since1990s around world. In May,2011, GB17930-2011was issued by National Standard Committee, which specified that GBIV gasoline must be implemented by force from Jan1,2014.HT petrochemical company has the processing capacity of120*104t/a FCC gasoline with S content of140ppm, which surpasses GBIV criterion. In view of above situation, thus the HT petrochemical company catalytic gasoline quality upgrading project has been drawing-off. In order to ensure the accomplishment of the goal of the overall construction of the project, It is necessary to track and asses the project scientifically through the methods of control and management during the construction process. Then it has evaluated the control and management effect.Main content of the paper:Firstly, it introduced background and significance of gasoline upgrading project, current research situation on the field both home and abroad, train of thought and research methods adopted by the writer.Secondly, the author reviewed the basic idea and theory on project management, including the system of project management, system theory of process control on project, theory of rate advance and quality on project, and followed current research situation. Then it discussed procedure management of the project on detail, including rate of progress control and quality control in the project construction duration after a brief introduction about the catalytic gasoline quality upgrading project in HT petrochemical company,necessity of the project, technology select of the project, simple demonstration of the project construction.Thirdly, it made a contrast assessment on the result of the project procedure control, including rate of progress control assessment and quality control assessment during the project construction.Finally, it gave an integrated evaluation on the whole project construction effect, and drew the thesis conclusion.Conclusion: 1.Technology for HT petrochemical company gasoline upgrading project is suitable and scientific, FCC gasoline can meet GBⅣ standard.2. Project construction lacked behind schedule from mid-time, but it finished on revised plan after the critical paths were confirmed and some methods were adopted and implemented.3. This paper has assessed the process and cost of the project comprehensively with BCWP, then adopted reasonable methods to rectify the deviation in purpose of finishing the project on schedule.4. This paper studied the reason which has affected project construction quality with method "fish-bone "figure, then gave reasonable methods to guarantee high quality project.5. Project management adopted the mode of business entrepreneur+EPC+supervisor, and finally it showed high level management thanks to the s the effective cohesion between construction sections, such as design、purchase and construction.This kind of mode will direct the construction and management for the project in the same field.
