With the rapid development of rural economy in China, capital demand in rural area isbecoming increasingly strong. But there is a serious contradiction between financial supplyand demand in rural areas, the contradiction that restricts the scale, the development of theindustrialization of agriculture. Farmers financing is becoming more and more difficult andexpensive, the reason lies in the subject of rural land management’s lack of effective collateralthat commercial loans required. In order to actively broaden the financing channels and solvethe difficulty of financing in rural areas, on the bases of learning from the experience of Jilin,Zhangbei county in Hebei province gave full play to the rural land utility and the function offinancing and carried out pilot projects of the land revenue guarantee loans work. Landrevenue guarantee loan is a kind of loan business based on future income of farmers’ land as aloan repayment guarantee. This is a researchment of this loan business of rural creditcooperative in Zhangbei. The keypoint is the basic characteristics and operation performanceand operation problems of Land Revenue Guarantee Loans in Zhangbei county.I went to Zhangbei County and conducted field research in2014August. The first stepare in-depth interviews with the director of the credit department and small loan center fromZhangbei County Rural Credit Cooperative. We had a evaluation of land revenue guaranteeloan business from the Zhangbei County Rural Credit Cooperatives perspective, andcommunicated the background, main practices, achievements and existed problems to carryout land revenue assurance, and analyzed the causes of problems. And later I visited andsurveyed Zhangbei County property company. I discussed finance operation ways of propertycompanies with the deputy general manager of property company and deputy director of thefinancial office. Meanwhile I had a future survey on the process of apply land revenueguarantee loans for different kind of person.This investigation report consists of five parts, the first part is the brief introduction ofthe research report, including the background, object, purpose, train of thought; and project ofthis research. The second part describes the basic situation of Zhangbei county land revenueguarantee loans detail. First, based on the overall situation of Zhangbei county rural, this paper introduces the natural characteristics and the administrative division of ZhangbeiCounty. This paper introduces the general situation of the agricultural development ofZhangbei county from farming, facility agriculture, crop yields in three aspects, analyses thefinancial demand and financial supply situation and the contradiction of financial supply anddemand according to the different nature of main body. Second, this paper introduces theZhangbei county land revenue guarantee loans mode, including the meaning of land revenueguarantee loans, each participant and specific operation process of land revenue guaranteeloans.Third, this paper compares with the basic characteristics of land revenue guaranteeloans in Zhangbei Conuty and Jilin province using the method of comparative analysis andsums up the similarities and differences between them. Because of Zhangbei County is basedon the experience of Jilin mode to carry out land revenue guarantee loans and at present theJilin mode is successful in domestic, this paper choose land revenue guarantee loans Jilinmode as a comparison. Fourth, this paper summarizes the development of land revenueguarantee loans work in operation performance and existing problems of Zhangbei County,find out that carring out land revenue guarantee loans in Zhangbei County can relieve thedifficulty in farmer’s financing and reduce credit risk for County Rural Credit Cooperatives.But also there exists some problems, such as the farmer’s willingness to lend is not strong, thelack of risk sharing mechanism and legal security system and other issues. Fifth, from therelated participate of land revenue guarantee loans’s perspective, this paper puts forward somecountermeasures and proposals for the government, property companies, financial institutionsand farmers to further carry out land revenue guarantee loans in Zhangbei County.
