Research On Influencing Factors Of The Land Revenue Guarantee Loan In Jilin Province

Speeding up rural financial innovation was clearly proposed in Central Document No.1 of 2017.“Some opinions on deepening the structural reform of the supply side of agriculture and accelerating the cultivation of new dynamics in agricultural and rural development have been put forward by the Central Committee of the Communist Party of China and the State Council”.That means that the rural financial problem is the most important issue of the problem of agriculture,farmer and rural area.And it promotes the innovation and development of rural finance.Although China's rural financial system has been gradually established,problems of complex formalities and high cost have not yet been effectively solved,resulting in farmers' income increase,agricultural development and rural stability being affected to varying degrees.As a major agricultural province and a weak fiscal province,Jilin province first proposed and launched the land revenue guarantee loan in August 2012,in order to solve the financing problems of farmers,to meet the diversified financing needs of farmers,and to promote rural financial innovation in Jilin province.The implementation of the land revenue guarantee loan not only solves the problem of farmers' lack of collateral,but also avoids the land lost crisis caused by the failure to repay the loan on time,which provides a new way for farmers to loan.Therefore,the research on land revenue guarantee loan is necessary.Which factors will affect the implementation of land revenue guarantee loan is also the focus of research.In recent years,many scholars have studied the related issues of the land revenue guarantee loan,but they didn't consider farmers' social psychological factors in the process of research.Based on this,this paper applies the theory of planned behavior from the perspective of social psychology combing the influencing factors of land revenue guarantee loan and putting forward the research hypothesis from the behavioral attitude,subjective norm and perception behavior control three aspects,then the empirical test is carried out to supplement the research on the land revenue guarantee loan,which is of theoretical significance.Using Logistic regression model to examine Research hypothesis of the influencing factors of land revenue guarantee loan based on the 209 households survey data obtained by self-design questionnaire and on-the-spot investigation in Lishu county,Longjing city and Dongfeng county three pilot areas of Jilin Province,put forward corresponding research revelations,so as to improve the participation intention of land revenue guarantee loan,ensure the effective operation of the land revenue guarantee loan,which is of practical significance.The empirical results show that the cognition level of land revenue guarantee loan has a positive effect on the participation intention of land revenue guarantee loan.Other participants ' participation and satisfaction of land revenue guarantee loan have a positive impact on the participation intention of land revenue guarantee loan.The revenue and risk assessment of the land revenue guarantee loan has a positive impact on the participation intention of land revenue guarantee loan.The macro financial market environment,the government's propaganda on the land revenue guarantee loan,degree of perfection of the land revenue guarantee loan market mechanism have a positive impact on the participation intention of the land revenue guarantee loan.Except for gender,farmers' personal and family factors such as age,education level,total number of families,family annual total income,total area of family arable land and reasons for capital demand have a significant impact on the participation intention of land revenue guarantee loan.In addition,the author puts forward two research enlightenments that strengthen the publicity of land revenue guarantee loan and perfect the relevant systems of land revenue loan guarantee based on the analysis of the empirical results,so as to promote the smooth operation of land revenue guarantee loan in Jilin province.
