The Impact Of Resource Tax Reform On Local Fiscal Revenue

In China resource tax has experienced a process from scratch. Before1984,excavating mine is free of charge.And resource tax began to levy in1984. Thentax reform happened in1994, it expanded the scope of the resource tax in ourcountry.In2010,the resource tax changed the way of calculating from by amount to byprice.And the resource tax reform to be continued. The reform of the way ofcalculating resource tax since2010should impact the income of resource taxenormously,which in turn affect the status of resource tax in local fiscal revenue.Sincethe tax reform in1994, local governments have been faced to the situation that theresponsibility of government and the income of government did not match.And duringthe process of urbanization, local government accumulated a large number ofdebt.Business tax,as a local shared tax,also started to change to value-added tax,theincome of which is shared between local government and central government.So it ismeaningful to research the influence of resource tax reform on local fiscal revenue.This article first to introduce the process of resource tax reform and the status quo ofthe tax system.Then take XinJiang Uygur autonomous region for example,from thetax of mining enterprises and consumption enterprises, and resources tax corporatetax,to study the effect of resource tax reform of local fiscal revenue.Throughtheoretical analysis and empirical analysis,draw the conclusion that resource taxreform increased the local fiscal revenue.Compare to the resource tax system in othertypical country, I found some good experience which can be used by ourcountry.Finally I summarized the oil,gas and coal resource tax reform from by amountto by price, and put forward some suggestions of further perfecting the system ofresource taxes, which will improve the resource tax system of our country as well asincrease the local fiscal revenue.
