Along with the prosperity of the market economy and the deepening reform ofopening up in our country, the number of small and micro enterprises is increasingyear by year. Small and micro enterprises are the power of China’s economicdevelopment“light cavalry”. In recent years, along with our country economy into a“new normal”, small and micro enterprises are also in more advantageous “newecology”. Small and micro enterprises development is increasingly brought to theattention and support of the country. Our country have introduced a number offinancial fiscal and taxation policies to support the development of small and microenterprises, the conditions of Small and micro enterprises credit financing haveimproved significantly. Since the Chinese state-owned commercial banks have toimplement shareholding system reform and successfully listed, there is increasinglyfierce competition in the banking financial institutions. Commercial banks pay moreattention to differences in operation strategy and business process, through itsefficient business processes to achieve business goals. Commercial bank businessactivities and business processes is coordinated and efficient, is to determine the basisof its overall competitiveness. With the rapid development of small and microenterprises financial business, domestic banking sector saw its great prospects offinancing business as the strategic development key, continuously optimize andimprove the operation process in the business operating model, to promote thecompetitiveness of the market.Since the Postal Savings Bank of China Liaoning Branch has obtained the headquarters of authorized to open small and micro enterprise financial business from2009, the small and micro enterprises credit business has been an important business,optimize the structure of the credit business is trying to improve the proportion of thesmall and micro enterprises credit business, transform into commercial banks as soonas possible, support the small and micro enterprises groups in Liaoning province andserve the local economy. Over the past five years, the development of business hasobtained certain result, due to the small and micro enterprises credit business ofPostal Savings Bank of China to enter the market late, lack of long-term experience,there has exposed some problems in the business process. Such as, the idea of takethe customer as the center has not been implemented yet, more of management steps,the technical environment is limited, intensive level is not high, the risk managementability is weak, the employees lack of professional ability and practical experience, itis difficult to adapt to the needs of customers in the increasingly fierce marketcompetition. Small and micro enterprises credit business process optimization willbecome the necessarily choice of Postal Savings Bank of China Liaoning Branch tobuild sustained competitiveness. In this paper, by adopting the combination ofqualitative and quantitative analysis research methods to analysis the main problemsof existing business process. Then, from the small and micro enterprises creditbusiness problems of Postal Savings Bank of China Liaoning Branch, selectingsuitable process optimization research methods, combined with the small and microenterprises credit business situation of Postal Savings Bank of China Liaoning Branch,put forward the design scheme of business process optimization and formulate aseries of security measures.The results through the analysis of the research indicate that in view of thePostal Savings Bank of China Liaoning Branch main problems of small and microenterprises credit business process, in order to meet customer demand as the guidance,to strengthen the risk management for the purpose, to achieve maximum operating efficiency, to make full use of information technology as the principles of processoptimization design. In order to improve customer satisfaction and service quality, toimprove the efficiency of business process operation, to improve the quality of creditassets as the goals of process optimization design. Fully using the5W1H analysis andECRS technical method for analyzing the business process, to optimize design thesmall and micro enterprises credit business process of Postal Savings Bank of ChinaLiaoning Branch, try to construct a more scientific and efficient process system. Inorder to ensure the optimized business process smooth implementation, put forwardthree aspects necessary security measures as to establish a flat internal organizationsystem, to cultivate specialized business team, to set up the credit core values, toconstruct information management system for matching the optimized process, to setup the mechanism of talent training, to construct credit culture cultivation mechanismand the incentive constraints mechanism, to provide the reference for the small andmicro enterprises credit business process optimization of Postal Savings Bank ofChina Liaoning Branch.
