| Free trade zone is one form of economic regions. It owns long economic development history in the world. The trade facilitation policies are implemented to enable them to gather trade economy. It will led to development of the regional economy, while own economy grow. FTZ is an important economic patterns in the world. International trade has been in development, expanded from tangible goods trade to intangible goods trade and from the border to the inside the border. The new rules of international trade is brewing. Meanwhile, China’s economy has entered a new normal, the original model of economic development is not sustainable. The economy need further reform and opening up to stimulate economic vitality, promote the upgrading of economic development mode. In2013, China established the China (Shanghai) Pilot Free Trade Zone in order to encourage open and institutional innovation. It is an important measure to promote the new round of deepening reform and opening up. The deep discussion of the connotation of FTZ, the effect caused by it and the issues related to the promotion and regional replication is important to deepen the reform of the FTZ.This paper is taken a way of gradually expanded in-depth discussion. Firstly, combing the literature of FTZ and proposing research framework. Then, defining the concept of free trade zone, studying the relevant economic theory. Next, studying the successful cases of FTZ in the world, making a summary of the cases and combing the importance of the FTZs, hard conditions and soft conditions. Then, studying the reform process since the establishment of Shanghai FTZ. On this basis, analyzing the economic effects of Shanghai FTZ. At least, studying replication of Shanghai FTZ.This paper picks up three cases, including Shannon Free Zone, Korean Free Economic Zone and Dubai Free Zone. Combing the experience of the three cases from the history of the development, the mode of management, the facilitation polices of investment and trade, development achievements. Making a summary of the importance of the FTZs, hard conditions and soft conditions. These three regions promote the country’s economic development successfully and have an important reference for us.FTZ is a common special economic zone in the world, but for our country, is a new form of regional economy. FTZ is positioned as the test zone in China, and given the task of deepening reform. This paper argues that the construction of Shanghai FTZ owns a profound meaning. Shanghai FTZ is a window to docking the new standard of the international trade, a test zone to dealing with the new normal of Chinese economy, inheritance and development of special economic zone policies.The basic system of FTZ is very different from the current domestic system. The reform has been deepening gradually since the establishment of Shanghai FTZ. It has reformed innovatively in four aspects, including investment management, trade regulation, financial innovation and afterwards regulation. On the basis of the sort of reform on the Shanghai FTZ will lead to study the effects caused by it. It will generate institution bonus effect, industry driven effects, spillover effects, welfare effects, social development effects, siphon effects and adjustment costs.Based on the study of its effects, this paper research the promotion issues of Shanghai FTZ. There are four reasons to promote, including historical development experience, variety effects, the mission of it and the inherent requirements of its own development. Then explore the two forms of the promotion, one is the promotion of reform experience, another is a copy of the region. The two forms are different but related. After combing the current progress of promotion, this paper propose the recommendations on the replication. |
