Financing lease is the modern leasing, from twentieth Century50’s founding in the United States, has only60years of history. It also has a new way of financing financial and financing characteristics, widely used in the world, playing an important role on the world economic development. At present, in international equipment investment, financial leasing has become the second Financing means only after the bank credit financing, known as the sunrise industry in twenty-first Century. The third chapter analysis the development of domestic and foreign financing lease. By respectively on the development status of international and domestic financial leasing industry analysis. The fourth chapter the current situation of the development of FLI in Tianjin Free Trade Zone and the existing problems. By comparing our country’s situation and Tianjin Free Trade Zone, the development of Tianjin FLI status, analysis problem of the8major development, such as industry access, tax, regulatory, legal, financing, talent, innovation, asset market etc. The fifth chapter countermeasures to further promote the Tianjin Free Trade Zone of leasing industry development.
