In recent years, domestic scholars mostly focused on two research topics aboutemployment issues: one is the quantity and quality of employment which includes thetransferring of rural labor force and initial employment problem of young people;another is the quality of employment. However, there are seldom studies on theemployment environment. Chinese government has proposed that improving theemployment environment would be its important goal from2004. Since then, morepeople began to be aware of the importance of employment environment.Chinese employment policy has changed from "turnkey integration points" to"two-way choice and self-employment". Job market gradually takes shape in thematuring market economy environment. This paper evaluates and researches on theemployment environment formed in current job market, based on the formation of thejob market. Specifically, the content includes five parts: The first part is an introductionwhich is a brief description of topics basis and research ideas. The second part is aliterature review which summarizes the employment environment and the main findingsof foreign scholars in the quality of employment. The third part introduces the basicbackground of the job market and uses four dimensions, like market condition of the jobmarket, economic environment of the job market, social environment of the job marketand population environment of the job market, to design a stratification index system,which selects out16specific indicators and uses comprehensive evaluation methods toevaluate the employment environment. The fourth part uses the preamblecomprehensive evaluation method to evaluate the macro employment environment from1994to2012, and do empirical research about employment environment of differentareas in China by using the data from2010to2012. The fifth part is the policyrecommendations section. It points out the main problem of the environment existing inrecent years and makes policy recommendations from angles of government, businessand labors on how to improve the employment environment of, based on the fourthpart’s analysis and empirical research.This paper attempts to evaluate the employment environment from the perspectiveof job market, closely integrating with Chinese national condition. It evaluates theemployment environment by comprehensive evaluation methods, which use AHP andEntropy Law as an indicator empowerment. It evaluates the employment environmentfrom the overall national and regional perspectives. The results show that currently employment environment in our country is in favorable trends. Uneven development ofvarious dimensions and the big development gap between east and west of China stillexist in the current job market. Government, enterprises and workers should takemeasures actively to resolve these prominent problems and improve the employmentenvironment effectively.
