A Study Of Development About The Private Entrepreneur Association Under The Business Registration Reform

Since the 1980 s, the rapid development of society such as non-governmental organizations, profoundly changing the world. They are involved in the enterprise’s social management, to participate in the people’s livelihood projects. Also, they are playing a considerable role in promoting economic development, improving the national legal system construction and social civilization.In our country, The Private Entrepreneur Association(PEA), is merged by the individual worker association and the private enterprise association, which belongs to the NGO. It has NGO’s basic structure and operation mode.This article takes the Xihu PEA as research object, combining with business registration reform, using the nongovernmental organizations(ngos) theory, in-depth investigation and analysis of PEA. The author found that in the current political and economic environment, the PEAs in our country are running out of the original functions. The problems like members have no sense of belonging, functions are not obvious, lack of independent ability etc, reasons mainly have that the PEA unclear its administrative color cause lack of independence, social role is not clear, the shortage of talents and funds. The current administrative system reform of government causing the decentralization, the business registration reform making the market body more active, so it is time to develop the PEA. The author combines with his own working practice, put forward to six paths as take off the administration thinking, enhance its ability to raise and manage the funds, set up the services platform for enterprises, to be the government’s supervision, make the public services as its brand, enhance the capacity of self-supervision and so on, for better development of the PEA.
