The great achievements of China’s reform and opening up 30 years, with the development of economy and society, government and market, government and social relationship is not straighten out, all kinds of government function dislocation, vacancy, offside question also unceasingly highlighting out, already can not adapt to the market gradually internationalized development needs, become the bottleneck of the economic development of our country. As a standard business main body of the establishment, change and termination of industrial and commercial registration system in our country started late, development level is not high, the gap with other developed countries in the world. In March 2014, the level of industrial and commercial registration system in our country has carried on the deep reform, reform after the industrial and commercial registration of hierarchical features simplified administrative examination and approval authority, industry and commerce registered threshold is reduced, this would mean that can greatly promote the growth of our country’s industrial and commercial subject. At the same time, also need to consider how enterprise after registration level of government supervision, industrial and commercial registration in this part of the government regulation, and decentralization of the low threshold into the system, also need to adjust the regulation of the government response. Based on this, this article has carried out to the company registration level after the reform of the system of enterprise registration of government regulation, with Qujin city as an example, highlighting the current level of industrial and commercial registration benefits after the reform of the system, and combining with the current system of industrial and commercial registration related government regulations, Westwood is the lack of regulation, analysis, further put forward the corresponding countermeasures.Perspective from the research of this paper, the innovation of this article is to first of all, from the industrial and commercial registration system after the reform of government regulation perspective to analyze the current local government in the implementation and regulation effect on the change, from the perspective of new public service and governance theory, reflects the whole concept of governance in the process of corporate governance. Second, from the perspective of the method of analysis, combined with the basis of existing research at home and abroad, from the qualitative point of view to the implementation of the current enterprise registration system, which can ensure effective implementation of the government regulation function, from the Angle of research, this article analysis the rosters changes before and after the reform and Qujin region of the country’s enterprises, further find changes after the reform, to put forward the countermeasure advice.
