Practice And Theoretical Analysis On Livelihood Fiscal Setup

With the development of economy, great attentions have been paid to livelihood accordingly. Livelihood is closely related to fiscal expenditure. Therefore, it is of significant importance to govern this issue via fiscal means. In order to accurately identify the existing problems during fiscal setup for the livelihood in Yanbian, the method of investigation and literature study was combined with analysis and synthesis in this work. According to the analysis on the existing problems in the current situation of Yanbian’s livelihood and expenditure structure, the relationship between livelihood and local fiscal was discussed through the aspects of fiscal income and expenditure. Many policies and measures were introduced by the central government. Some effects are achieved, but not effective enough. Reasons are various, but the major ones are as follows. Firstly, the local government cannot afford sufficient financial support because of the limited fiscal income. Secondly, the mismatch between the power of fiscal and governing leads to heavy burden for the local government to cover the livelihood expenditure. Moreover, the current fiscal system also limits the improvement of livelihood. According to these facts, the work proposed some suggestions to establish the fiscal system for Yanbian’s livelihood. First of all, the power of fiscal and governing should be balanced in order to enhance the local government’s initiative in setting-up livelihood fiscal. Secondly, improving the expenditure structure of livelihood is suggested to achieve maximized expenditure efficiency. Thirdly, administrative expenses should be controlled tightly to prevent it from squeezing livelihood expenditure. Last but not least, effort can also be made to increase fiscal income of the local government in order to lay a good financial foundation.
