At present, the problem of administrative monopoly of China’s state-owned commercial banks has not been completely eradicated.With the advance of reform of the financial market, although the state-owned bank has achieved mixed ownership diversification requirements, but all kinds of capital did not play particularly positive role in corporate governance mechanisms.Since the 18 th CPC National Congress, a new round of state-owned enterprises reform starts.In the present stage of our country, the mixed ownership reform is to mix with different ownership, which can not only improve the ownership structure of the state-owned commercial banks and enhance the competitiveness and vitality, but also can conduct all kinds of ownership capital to improve their complexities and mutual promotion.Therefore, under the new economic system situation, the state-owned commercial banks mixed ownership reform came into being.China’s state-owned commercial banks occupy a very important position in the financial industry, so in the reform of the financial system of China’s state-owned commercial banks mixed ownership reform is extraordinary.Therefore, the research on the mixed ownership reform of state-owned commercial banks in China is of great strategic significance.This paper mainly uses the combination of theory and practice, policy and demonstration method to carry out in-depth study on the mixed ownership reform of China’s state-owned commercial banks.At first, this paper summarizes the policy evolution of the mixed ownership reform in China, and expounds the present situation and developing direction of it in the future.In this study process, I found many important points of mixed ownership reform, such as the single reform path, deficiency of specific policies support, few internal controls etc. In order to solve these problems, this paper possessiveness suggestions for them.In addition, I also reviewed the foreign implementation of employee stock ownership plan, such as the United States, Japan and Singapore. this paper declares the whole process and characteristics of the representatives of their employee stock ownership plan, and summarizes the referential significance of foreign employee stock ownership plan for our country’s mixed ownership reform program.At the same time, with the introduction of the related national policy, China Merchants Bank first proposed the employee stock ownership plan, which became the first state-owned commercial banks which make the announcement of the mixed ownership reform program. During this period, the employee stock ownership plan has very profound meanings. This paper will havethis as a breakthrough point, through in-depth study of the bank employee stock ownership plan of China Merchants Bank, we will go further to explore the and predict the future development of mixed ownership reform of the state-owned commercial banks.
