2008, by the US subprime mortgage crisis triggered by the global financial crisisbroke out. Although the capital adequacy ratio of the major commercial banks in Europeand America before the crisis are high, but they still did not escape the impact of thefinancial crisis, suffered heavy losses. As a result, led to the international community tothe existing capital regulation for a comprehensive reflection, thought alone capitaladequacy ratio of the single indicator of systemic risk regulation is difficult to fullycommercial banks. Basel Ⅲ proposed global banking capital is the product ofregulatory reform, its global capital regulation put forward higher requirements.Leverage ratio as a new regulatory indicators have been proposed to become animportant part of Basel Ⅲ in regulatory capital supplement the capital adequacy ratio,its position in the capital regulation can not be ignored. Therefore, the study ofcommercial banks leverage ratio management has a very important practicalsignificance in the present and in the future.Firstly, the concept and features of the leverage ratio were detailed, and theleverage ratio and capital adequacy ratio were compared, combined with domestic andforeign institutional leverage existing in-depth analysis, combined with the financialdata of16listed commercial banks, the status quo of China’s commercial banks toleverage a comprehensive statistical analysis, and from a macro, external control, thebanks themselves three perspective, empirical analysis factors influencing changes inbank leverage ratio, a deeper understanding of the underlying causes of deviation fromthe target leverage ratio changes; then, in the face of new regulatory requirements,thinking leverage regulatory indicators can help domestic banks a smooth transition ofthe economic crisis in deleveraging process using a flexible approach to solve theproblem and avoid the harmful effects across the board, and leverage the regulatorychallenge will encounter. Finally, the article on how to improve the management ofChina’s commercial banks leverage ratio proposed reasonable policy proposals.
