Mineral resource is the basis of human life and production activities, as well as an important material guarantee for the social development and national economy, and it is also the fundamental driving force of human social development. The development and utilization of mineral resource is a problem be carefully considered for every country, and also focus of the long-term development of the country. At present, china has a relatively stable trading market of mineral rights, and the mineral rights assessment has became the core of the market transactions. Through the study of domestic and foreign research data on mineral rights assessment, analyze the technical problems encountered in practice, in order to study how to improve the scientificity and accuracy of the assessment results.There are many parameters to be selected during the evaluation process. The subjective judgments of the assessment personnel and the applications of many professions brought certain difficulties for the mineral rights assessment. Meanwhile, the mining industry itself is a high-risk industry so that the accuracy of the assessment values become the major concern of the people who need the information. This thesis starts from the basic theory of mineral rights assessment. At first, through the methods of reviewing the domestic and foreign research data, field investigations, theoretical analysis, mathematical and statistical analysis and expert evaluation, the domestic and foreign research status and future trends of mineral rights were analyzed, and the mineral rights assessment methods are summarized and comparatively analyzed. Secondly, the origin and the concept of the mineral rights and the legal attribute are introduced, and the concept of restriction of property rights is proposed, in order to solve the problem of mineral rights legal attribute. Thirdly, after comparing different theories of the mineral rights assessment, the mining rights assessment is systematically illustrated. Finally, the author found that the determination of the minerals prices, the selection of the assessment methods, the application of the assessment parameters all have influences on the assessment results in the mining rights assessment. Therefore, in order to improve scientificity and accuracy of the assessment results, the assessment personnel have to be equipped with high professional ethics and comprehensive theoretical knowledge.Through the analysis of the mining rights assessment methods, the thesis found out that the discounted cash flow method is a relatively better method to assess the mineral industry in China. By participating in the case practice, the author analyzes the difficulties of this method and the key factor in selection issues, hoping that it will be helpful for the accuracy of the assessment results of the mining rights.The thesis adopts the following methods to solve the case, such as comparative analysis, regression analysis, quantitative and qualitative analysis, computational analysis. Through the case analysis, it is concluded that the rules of selecting some parameters during the assessment are too rigid, thus affecting the accuracy of the assessment. Therefore, the mineral rights market needs to be completed by the joint efforts of the country and assessment personnel.
