The Assessment Research Of The Security Of Traditional Chinese Medicine Industry Based On Intellectual Property Protection

At present, western development countries gradually treat traditional Chinese medicine as public knowledge and are developing it for profit without paying, which accelerates the loss of intellectual property of traditional Chinese medicine. Then, the loss of intellectual property not only can damage the interests of local Chinese medicine enterprises and the country, will also hinder the sustainable development of local brands and industry in our country. Therefore, to strengthen the protection of intellectual of traditional Chinese medicine and safeguard the interests of traditional Chinese medicine knowledge is very important to traditional Chinese medicine industry. The research of the security of traditional Chinese medicine industry in the view of intellectual property protection is valuable in the aspect of theory and fact.The research aims to explore the security of traditional Chinese medicine industry from the aspect of intellectual property protection. The research work includes several aspects. (1)The primary index system is designed on the analysis of the intellectual property elements affecting the security of traditional Chinese medicine industry. And the level of intellectual property protection is selected as an individual dimension to evaluate the system environment of intellectual property protection in our country. (2)The primary index system is screened by use of statistical method on the basis of the fist turn Delphi. Meanwhile, the factor analysis is used to verify the rationality of structure of the screened index system. The final index system contains four dimensions:the level of intellectual property protection, the level of independent innovation, domestic environment and competitiveness. (3)The index weight is calculated in the method of AHP based on the second turn Delphi. (4)The third turn Delphi is conducted on the analysis of the status about the elements to get the evaluation result of every index. And then the extension matter-element model is used to assess the security situation of traditional Chinese medicine industry.The result of the research shows that domestic environment of traditional Chinese medicine is at the level of basic safety. But, the condition of intellectual property protection, the ability of independent innovation and the competitiveness are in unsafe state. And the whole industry is also at the unsafe level. At last, the suggestions about increasing the level of traditional Chinese medicine industry security are put forward on the basis of the research result.
