The thesis of his paper is the research on the risk management of public-private-partnership model from the perspective of the local government. The PPP model is a new management method in dealing with the infrastructure construction and operation. After years of practice, it turns out that the PPP model not only alleviates the financing difficulties in the construction of government infrastructure, but also promotes the efficiency of infrastructure construction and operation by introducing the social capital. In addition to those benefits to the local government, social capital can also get profits through the PPP model. And ultimately the government and social capital can achieve a win-win situation. However, because the PPP model is not mature in our country, the risk management of PPP model has not yet formed a perfect system. The risk management level of the local government remains to be improved. Therefore, in order to further enhance the level of the risk management of the PPP model for the local governments, it is necessary to have a comprehensive study on this project.This paper starts to analyze from the theoretical basis of the PPP model. Firstly, the paper introduces the connotation, the theoretical basis, the participants and the common form of the PPP model. Secondly, the paper discusses the risk management of the PPP model. The process of the risk management of the PPP model can be divided into three parts:risk identification, risk allocation and risk response. Thirdly, the article analyzes the role of the local government in the risk management of the PPP model, and points out that the local government’s role in the PPP model is the planner, initiator, service customer, the guarantor, the supervisor. And then preliminary classify the 11 kinds of risks in the PPP model to clear which risks the local government should bear. The article also summarizes and analyzes the problems that the local governments face in the risk management of the PPP model. Finally, this paper presents a brief conclusion, and put forward the five policy recommendations to strengthen our country local government PPP model risk management.
