With the rapid business of economic globalization, more multinational companies want to invest in China from the 21st century. Since China becomes the member of WTO, foreign companies have more chance to enter Chinese market. Chinese governments have also made relevant comments to increase the proportion of foreign enterprise into Chinese market and encourage non-public participation to improve the public infrastructure, such as residential water, heating, and transportation. Heating facilities is the indemnification for people live in northern of China. However, the welfare of heating market becomes an obstacle of commercialization and socialization process. The inadequate heating system, not only contrary to the principles of socialist market economy, but also restricts the business of heating facilities.Dalkia Company is responsible of Harbin southwest side district heating projects, and it is set up by Dalkia Asia Property Co., Ltd. and Harbin Heating Group. With the experience of foreign companies entering Chinese market, Business becomes the basic strategies for multinational companies.This paper analyzed the status of Dalkia Company and heating system, and recognized the external and internal issues of Dalkia Company. With the analysis of competitive factors, socio-cultural factors and the market situation for the impact of business, the competitive strength of the industry were discussed and SWOT was analyzed. Use quality of service and Localization of Dalkia’s development model localization for further analysis, respectively, on the impact of production, human resources, marketing and corporate culture for its localization. Finally, through the implementation of Dalkia Company Business strategy, a lot of revelations for other multinational companies were obtained.
