With the development of economy and industry change, the demand of society for power supply and distribution efficiency and power quality is getting greater and greater, which gives a higher pressure of energy saving and emission reduction of power enterprises. Although the domestic power supply enterprise has carried out a lot of research work on the power energy-saving emission reduction, the way was generally concentrated in energy saving and emission reduction-measures, benefit, risk, evaluation index system, the actual situation of energy conservation and emission reduction method is generally used for ex-post evaluation, giving little recognition and evaluation prior to key indicators for power grid enterprises energy saving emission reduction.Taking Yinzhou power grid as the research subject, this paper firstly gives a relational model, which includes the relationship between the line loss rate with new project, reconstruction project and new technology, then the integrated model was established. Secondly, based on the analysis of the energy consumption situation of Yinzhou’s existing power grid, the energy consumption weak links and the improvement room of Yinzhou grid was found out; Thirdly, taking Yinzhou’s planning power grid as the research object and using the integrated model, the effects of all kinds of measures to line loss rate could be evaluated quantitatively, the line-loss rate of each voltage level and the comprehensive line-loss rate could be forecasted and the annual amount of power-saving was converted naturally. Finally, this paper gives a comprehensive summary of the grid energy-saving measures. Combining with the boundary conditions, the corresponding energy saving target was set, with which the effect of energy-saving of Yinzhou planning grid was compared, and recognized that the key measure is the power grid’s self energy-saving and puts forward some measures strategy related to energy conservation and emissions reduction, contributing to promote the grid energy-saving management level of Yinzhou.
