| Along with the notice of China Securities Regulatory Commission(CSRC) on the Implementation Opinions on Further Promoting the Healthy Development of Capital Markets introduced gradually, the turning board listing system causes concern and discuss among the capital market once again. This article intends to study the turning board listing system between China New OTC Market and GEB based on the comparing and empirical analysis.The first part of this article is to make a comprehensible of the turning board listing system, and review the development process of China GEB, New OTC market. The paper then discusses in this part that the importance of establishing the turning board listing system, and this is the basis of the following study.Chapter two introduces and discusses the turning board listing system of United States, Britain, Japan, Hong Kong and Taiwan area stock market situation, transfer board system development process and the specific transfer plate system content with the comparativeanalysis. Then summarize relevant advanced experience of such countries and regions, and philosophy, as China’s relevant transfer system reference and Reference.In addition to learn from the experience of other countries, we must build our own regulations based on national circumstances, and also requires a certain reality accumulation and infrastructure.
