A Study On The New-style Urbanization Efficiency Of Xuchang

The level of China’s urbanization has been significantly improved with the development of economy and society since the reform and opening-up policy was implemented. Along with the rapid development of urbanization, the construction of New-style urbanization in our country appears many problems that need to be settled such as the allocation of resources and urban operation efficiency, environmental pollution and so on. How to improve the quality of urbanization and embark on a path of urbanization with Chinese Characteristics gradually get widespread attention of the state organs and the community. Therefore, how to accurately measure the New-style urbanization efficiency and its influencing factors have important theoretical significance and practical value for guiding the construction of the new-style urbanization.This paper is based on regional coordinated development and new-style urbanization theory as the theoretical support. By building the new-style urbanization efficiency evaluation system, with the Principal component analysis and Data envelopment analysis, it measures and studies the New-style urbanization efficiency of Xuchang city. And then using Grey Relational Analysis and Regression Analysis analyzes the important factors for the new-style urbanization efficiency of Xuchang. The results show that:(1) New-style urbanization efficiency of XuChang has reached 0.96 during 2000 to 2012, and shows a gradual increase trend.(2) New-style urbanization efficiency of Xuchang is in the middle of the 18 city of Henan Province, and slightly lower than the average level of Henan Province.(3) This paper analyzes and studies the urbanization efficiency of Weidu district, Yuzhou, Changge, Xuchang, Xiangcheng and Yanling county in 2001、2005、2009、2012. It is been found that the efficiency value of Yanling, Xiangcheng and Xuchang county is relatively lower. However, the efficiency value of Weidu is 1 in these four years.(4) According to the New-style urbanization super efficiency value of Xuchang city, with the Grey Relational Analysis and Regression Analysis methods, it is been showed that: the industrial structure has a relatively larger promoting effect on the New-style urbanization efficiency; the government role has negative effects, such as the influence coefficient of public finance budget spending is-1.93; the influence coefficient of urbanization rate and non-agricultural production value is-2.898 and-2.215 respectively; the influence coefficien of one thousand people have health agency datat is 1.458. At last, it puts forward measures on improving the New-style urbanization efficiency of Xuchang according to the above conclusion in order to provide guidance for construction of the New-style urbanization of Xuchang. It hopes that it can provide mirror for other cities in the construction of the New-style urbanization.
