This thesis has analyzed that if America going to levy the Carbon Tariffs from China under the background of some developed-countries has proposed the Carbon Tariffs already, what effects it will bring to China’s export. It has analyzed the domestic and international data from the macro to microscopic perspectives, and after all analysis it has put forward the countermeasures from both international and domestic levels. The main contents include four chapters and can be summarized as three questions: what the Carbon Tariffs is; what influences it will bring to China’s export trade and what measures China can take.Carbon Tariffs is a new product in the 20 th Century. The second chapter of this paper has mainly analyzed the origin and background of it. This chapter also has given a simple description of the history and the original and current significance of it. After above analysis, it has conjectured the feasible preferred embodiments of Carbon Tariffs. Then the author’s opinions came out. During the 3rd chapter, it has mainly introduced the theoretical foundation of all research, including those theories of Marxist economics, Mercantilism and Trade Protectionism. And after the theoretical analysis, the author found out that the intrinsic meaning of putting forward the Carbon Tariffs is just the Trade Protectionism.What are the specific effects of American Carbon Tariffs to China’s export trade? The developed countries or the EU only set up their domestic carbon tax mechanism to levy the Carbon Tariffs from the domestic enterprises. Although the time and method have not been determined, the more quickly the international climate worsened the more possibility that the Carbon Tariffs policy will be proposed. So China needs to assess the effects on China’s export trade.The fourth chapter of this paper has analyzed the effects from both the domestic and international levels for four aspects: the export scale, the cost of export products, the structure of export commodities and the export trade environment. It also illustrated the specific effects of Carbon Tariffs about the legitimacy of it or it is a new trade barrier by analyzing the data and condemned American’s behavior what in order to protect domestic enterprises, stroked the export-oriented industries of those export countries. But from a long-term perspective, we can find out that levying Carbon Tariffs can promote the development of exporting countries to a certain extent as the science and technology developed so quickly.After the particular analysis of Carbon Tariffs above, then we should discuss how to deal with the Carbon Tariffs in the fifth chapter. In this chapter, firstly describes the actualities of Sino-U.S. trade relationship, and then put forward the different strategies from two perspectives of domestic and international. In China, the government should weaken the effects of American Carbon Tariffs to China’s export through those measures, such as set up a domestic carbon tax mechanism, develop the new energy industries vigorously, make the encourage policies of carbon reduction, establish the carbon trading market and so on. On the international level, China should participate actively in the establishment of international Carbon Tariffs, and join the international game courageously, while we still should insist on the principle of common but differentiated responsibilities and strengthen the Sino-U.S. bilateral trade. At the end of this chapter, it summarized the comprehensive analysis above, and put forward the coping strategies with Chinese characteristics to the American Carbon Tariffs.Finally, the sixth chapter describes the conclusions and innovations of this thesis, as well as the deficiencies and limitations of the research process. Due to the limit of the author’s knowledge, there is little research on the domestic micro level or on the welfare effects of the Carbon Tariffs from the humanitarian perspective. The author believes that with the development of the times, there will be a much perfect solution of How to deal with Carbon Tariffs in the future. This paper only research on the effects of Carbon Tariffs to China’s export trade. The author hope to provide some foundations for the subsequent scholars’ further study, as well as some limited theoretical reference for the future development of China’s economic.
