In the first decade of the 21stcentury, with the development of China’s national economy, the real estate industry, which is fundamental and pioneer, is rising rapidly. Housing consumption, which is a new investment type and economic growth points, has becomea hot topic of China’s consumer, provides a good opportunity for development for real estate companies. The national real estate development and investment, housing construction are real estate development companies and national real estate sales have maintained a high growth rate, promoting the development of the real estate industry.However, in recent years, the government has formulated series of regulation and control policy aiming at controlling real estate industry. Along with the real estate market matures, and the current domestic real estate market competition is becoming increasingly fierce, the vast majority of real estate development enterprises have been unable to maintain relatively high profit level, it is impossible for the real estate development enterprises to continue to adapt to the development of the market only depending upon the extensive management operating mode. Therefore, in order to maintain the survival and development of enterprise, it is essential to reduce the cost of project development and obtain the competition of the cost advantage. Only in this way can the enterprises maintain their chance of survival and development. So it’s the key of the real estate enterprise operation and management to operate the project cost management, which is also the purpose of this thesis.The thesisis divided into five parts, the first part isthepreamble, which includes there search backgroundand research purposes, and the writer has combed the research result of domestic and foreign scholars in the field of cost management from several angles. Which comes last is a brief introduction of the studying approach and innovation andinadequacies of this thesis. The second part isthe theoretical basis of the paper, it launches mainly from four aspects, the basic concepts of project cost management. real estate project cost management. project lifecycle theoryas well as cost management system. The third part is the project profiles of the research object of this thesis. This part gives the basic information of this project makes some introduction from various aspects, and performs alocation analysis from theregional development strategies of the project and so on. The fourth part is the empirical research and it’s also the main part of the thesis. First of all, this section performs the project life-cycle analysis and the WBS work breakdown combining with the actual situationof the project. Secondly, by the combinationof the theory of life-cycle and cost management system, writer establishes atwo dimensional cost management system of the project, and successively conducts the resource planning, cost estimating, cost budgeting and cost control, in the first three links, writer takes different approaches on different characteristic soft he project life cycles, then takes advantage of the Gantt chart andother forms of figures to research and show the results.Finally, in the link of thecost control, the writer makes full use of the earned value method to carry out the monitoring of the project’s cost and schedule, and preliminary introduces financial market operations to control the cost, strengthening the combination of different fields of knowledge. Part V is the conclusion and prospects of the paper, this part makes a theoretical analysis and recommendations, and elaborate the emphasis of the follow-upstudy.
