As a large state-owned backbone enterprises for steam power plant equipment and the new field of energy development and manufacturing, DONGFANG TURBINE CO.,LTD(DTC for short) need to achieve product transformation and upgrading to meet the national energy development strategy under the new economic situation. With the increasing competition in the market and prices fall, many problems and hidden dangers gradually exposed in DTC development and have seriously restricted the development.One of the problems is that how to fulfill the product delivery commitment at the same time to ensure the profit of enterprise. Therefore, according to the DTC present situation and market competition pattern, reasonable promise delivery date plays a crucial role in the development of DTC.The main idea of the dissertation is aimed at the problems in the development of DTC, adopted the method of practice to solve with theory. Firstly, this paper introduced the background, reasons, research direction and purposes. Next the basis of theory was established after consult, collection, analysis, research and sorting of relevant documents; Then the author analyzed the status quo and existing problems caused by the production planning management in DTC with methods such as questionnaire survey and positive analysis and got at the roots of these problems based on which methods of selection, and put forward the optimization method of production planning management and concrete scheme.Firstly, This paper have the optimal retail price and the optimal delivery time under a centralized decision-making; then transfer price in DQ is obtained by using the double auction mechanism, the decision models are established for production department and marketing department and the optimal solution is get; then the internal coordination mechanism in DQ is built and an application case is presented combined with DQ; at last the recommendations of promise delivery time are given combining with DQ information platform.
