June 3, 2004, the leaders of Guangdong, Guangxi, Fujian, Jiangxi, Guizhou, Sichuan, Yunnan, Hunan, Hainan, as well as Hong Kong and Macao signed the "PPRD Regional Cooperation Framework Agreement", it means that China officially launched the largest and widest range of regional economic cooperation, and also marks China’s largest regional cooperation framework system of government was officially formed. Pan-PRD regional cooperation is not only the trend of the economic globalization and regional economic integration but also the inevitable result of the world economy and China’s development of domestic reform and opening up; while also coordinating the uneven economic development of China. It plays an important role in exploring China’s economy reform and improving local government’s concepts of development governance. At the same time, due to the old system of public administration, administrative barriers, transaction costs of cooperation, local protectionism and other negative factors, causing a serious impediment to the free flow of information, personnel, technology, capital, labor, etc. between different areas, along with the serious impediment for the development of the Pan-Pearl River Delta integration. Based on this, this paper aims to study the economic status of the intrinsic link between the Pearl River Delta city group, the network structure of the current cooperation, mutual relations and to resolve cross-border governance difficulties through specific economic data analysis and social network analysis methods, and to promote Pan triangle integration process, provide some reference to build administrative mechanisms to adapt to regional integration and cooperation, and the development of institutional policies.This paper is divided into five parts. The first part of the article is an introduction to discuss the origins and the latest developments in public areas of governance theory, background and significance of the study, it will play an important guiding role for verification from the practice of cross-border policy networks. The second and third part is the study of economic ties and cooperation between the Pan-Pearl River Delta city group network structure through social network analysis. The fourth part of their correlation study. The fifth part is a summary of research and insufficient, and subsequent arrangements for further study.
