A Study On Market-oriented Financing Mode Of Qingdao Idustrial And Commercial Bureau Comprehensive Office Building

Government investment project is one of the most important driving force for economic development and social construction in China now. In order to meet the needs of current growing investment needs and the construction demands, there is an urgently market-oriented financing needs to alleviate the financial pressure of government investment project. Market-oriented financing mode has a flexible, efficient, scientific, security features. In foreign countries Market-oriented financing mode has been widely used in every fields,in China the government begins to try to use market-oriented financing in some subjects, such as the city public facilities, city rail traffic. But the supporting policies and the reforment are still in a slow progress.In the practical experience from home and abroad, trust, bond, BT (Build-Transfer), PPP (Public-Private-Partnerships), Partnering (partners) are the main modes being commonly used. International society also has a lot of positive experiences, such as the American Municipal bonds,the Canadian regional financing platform, the French Public Utilities Franchise.Affected by the economic and social development and so on, Chinese country’s market-oriented financing activities start lately and slowly, so there are lots of problems as:single, low degree of market-orienting, no balanced financing platform, the shorts for policy.The Qingdao Idustrial And Commercial Bureau Comprehensive Office Building is a key construction project in Qingdao 2010. The construction unit choose Qingdao Bohai construction group as a cooperation partner from the society openly,and invest in theproject as a whole. In the process of cooperation, both sides undertake repeated consultations, sign a" joint agreement" and a " agent construction agreement", and accordingly organize to carry out the project. The project goes on smooth and efficient, obtains certain result. This article focus on the building for example, uses theoretical research and case study methods, historical analysis and comparative study methods, engineering economic analysis method, risk analysis method.From such perspectives as the choice of means of financing, balance of interests of both sides, rights and obligations, financing risk analysis, contrast, financing results of cooperation,the paper draws some conclusions.First, financing modes should be flexible. Second the project should be market-oriented.Third, the market-oriented financing process should be thoroughly.Fourth this mode should be promoted.Based on theoretical analysis and empirical analysis, this paper puts forward that marketing partners financing mode should be used in governmental investment project.This paper also summarize the main features of marketing partners financing mode:meet the financing need, raise capital utilization rate, enhance the transparency of operation, ensure project quality, compensate for the lack of Technology, reduce financing risk, promote the development of the market, as well as the characteristics about application object. For guiding practice, this paper summarizes the whole way of identifing partners, concluding cooperation agreement, analysing risk and making balance of interests, deciding in management, sumes up the matters needing attention in key nodes. So,the paper hopes to playing a positive role on our government investment project financing operation.
