The stations can provide important support services for general aviation flight activities, as a new thing in the process of developing. It is very improtant to research on the strategic goal, the development model and operational efficiency of general aviation flight service station system. It is good for construction layout, guide and management. The better flight service station system can provide better flight services for users.In order to research general aviation flight service station system well, firstly, we explain the background and significance of research and ideas. Secondly, we review the current situation and find the lack of research, make a brief description of operational development model and operational services process simulation meanings. At the same time, it’s important to analyse operating status of domestic general aviation flight service stations system, it can make a good lesson to accelerate China’s general aviation industry and flight service system. In addition, we design of operational development systems model for general aviation flight service station and simulate the flight service processes to research services efficiency. Finally, we make full text summary and outlook.The study found that the development of general aviation flight service station system is far behind the developed Western countries. Combined with China’s national conditions, government-led development model and business led development model is conducive to China’s general aviation flight service station system. We should follow the development condition to select operational model. Flight service station systems provide information services, which is combined with four service composition.
