Because the GDP per capita of a country or a region it does not successfully achieved the transformation of economic development mode after it reaches the middle level,leading to its economic lack of motivation,then neither it can compete with low-income countries in wages,nor it can compete with developed countries in cutting-edge technology development,the rapidly development leading to the accumulated contradictions concentrated outbreak,culminating in the economy also remained stagnant and can not enter the ranks of high-income countries,the condition is called "middle income trap" by Word Bank. There are so many searches on the "middle income trap" of the whole China both in China and abroad,and the problem of "Latin American" and other national problems encountered are summarized,we will face to the middle-income trap about that.There is no searches on "middle income trap" of China various provinces(municipalities and autonomous regions) at present, this article will analyze the situation 31 provinces(autonomous regions) to help us understand some of the provinces(municipalities and autonomous regions) from middle income to high-income stage of the process of facing forward special issues,how to avoid the "middle income trap" or escape from the "middle-income trap." from the local point of view. Paper uses 31 provinces(autonomous regions) from 1950 to 2012 per capita GDP data,according to the 1987 to t2012 World Bank income group classification criteria(1987 GDP prior to 1987 World Bank income group classified as standard), on China’s 31 provinces(autonomous regions) in per capita GDP for analysis. The results show that,as of 2012, China has three provinces entered the high-income group,24 provinces in the middle and high income groups, four provinces in the middle and low-income groups. By comparing the provinces(municipalities and autonomous regions) in different industrial structure,especially the development of the primary industry was found still in the low-income group, the provincial high-income groups(municipalities and autonomous regions) of the industrial structure and has entered the high-income group of provinces exist differences and problems,analyze the reasons what lead to these differences and problems,in order to avoid the "middle income trap" or escape from the "middle income trap" make relevant suggestions that in the middle-income group of provinces(municipalities and autonomous regions).
