In China, Foreign Capital Investment(abb. FDI) is a very important power to push the national economic growth forward. As a very important carrier for China economy, FDI take us participating globalization not only for production, but also for labor division. Till now, accumulated FDI utilized by China has reached not less than 1 trillion dollars. The flourishing economy driving by FDI pushes the national economy forward healthily and effectively. In addition, the FDI is playing an important role in technology import,talent introduction,financing planning,technical innovation, fiscal levy and fixed asset investment. In order to accelerate the development of local economy and promote the optimizing of industrial structure, FDI attraction deemed to be the top prior task by various local governments seriously. So, how to optimize the environment of FDI and how to attract the FDI became the major project for most of the local governments.Along with the improvement of economic globalization, the economic cooperation among countries is closer day by day. Interdependency from single country to the international market is of course improved than before. For the undeveloped country, FDI is the most important way to increase the capital volume. The enthusiasm of the FDI affected by investment environment directly, which also effects on the investment structure, investment scale, investment cycle and the rate of return on investment. Under market-oriented economy, different investment environment has distinguished situations. Therefore, the investors will investigate the investment environment in advance, find out all the possible risks and advantages, to evaluate the market and make final determination of investment. On the other hand, since the FDI is a very important way to drive the economic growth, governments are willing to pay more attentions to improving and optimizing the investment environment. Favorable environment for FDI flowing and developing will be established according to local specific sources and industrial developing plans. Investment environment reconstructed and optimization is a very important issue as task of local governments. By this article, Chengdu as the research object, to analyze the main problems upon attracting investment, and effective measures will be arisen accordingly.Chengdu is not only the important political center, economy center and culture center in the western China, but also the important strategical position of west China development. Under the circumstance of West Exploitation, many big cities in west China issued various development plans, among which, a serious competition formed. Since that, in order to develop as fast as plan, and stand out among such completion, form the more fascinating FDI environment, there is a long way lead for Chengdu. The perfect investment environment guarantees attracting foreign investment smoothly, and promoting local economy to develop healthy and coordinated. In the first part of this essay, the research background and subject value will be elaborated, and the related research situation and progress summarized and analyzed, upon which, research target and methods introduced. Then, the standout problems of attracting FDI will be focused analyzed. At last, this article, basing on verifying analysis result, summarized the research achievement. Upon the summary, analyze advantages and disadvantages of current Chengdu investment environment, and figure out the solutions for improvement, to optimize the Chengdu investment environment.
