In the past twenty years, China’s liquor enterprises experienced a development process from small to large, from weak to strong, and achieved a historic leap. Especially since 2002, China’s liquor enterprise have entered into "the development stage of golden decade ". By the end of 2013, The amount of national liquor enterprises reached 1423, cumulative production of national Liquor ach ieved 1150.16 kiloliters, and total income reached 446.6 billion yuan. At the same time, the famous enterprises of Luzhou flavor liquor, such as W company, had been growing fast, and become an important force in the national economySince 2013, effected by "plasticizer", "restrict the three-fair", "prohibition", and industrial overcapacity, China’s liquor enterprise are faced with unprecedented troubles. In such a complex background, China’s liquor enterprise are actively exploring countermeasures. How to transform positively to maintain sustainable development, has become the present stage of the problems and difficulties of W company.On the basis of the research question, this paper uses a comprehensive method of qualitative and quantitative analysis, analyzes the present situation and development trend of liquor-making industry, W company’s company’s competitive situation(such as market and customer, developmental and profitability, operation risk), internal resources(such as ownership structure, organization structure, department functions, products, human resources, etc.). Then, based on the internal and external environmental analysis, this paper proposes the W company’s strategic objectives and development plan for the future, build and market new products, develop, improve services, and the strengthening of human resource management from several aspects analyzed W guarantee system construction on the implementation of corporate strategy, and considers the construction of strategic insurance system from new product creation, market maintenance and expansion, service quality improvement and human resource management consolidation.
