In recent years, China’s real estate market expanded so quickly. However, concomitantly, the housing price rose rapidly with the rates several percentage points higher than the GDP annual growth rate, the real estate market’s development has become an overheating trend, foaming tendency is so obvious. Ordos City is located in the Midwest of Inner Mongolia Autonomous Region. In recent years, relying on the extremely rich coal reserves and other resources, Ordos City has achieved rapid economic development, per capita GDP has surpassed that of Hong Kong, ranking the top in our country. Wealth brought by resource development run into the real estate market led to the rapid development of the local real estate market. But the local government did not fully perform its functions of effective management in the real estate market. Also coupled with the local small population base and the low rigid housing demand, resulted in rapid developments in the local real estate and housing investment, prevailing speculation, the property market tends to collapse phenomenon.It should be noted that, in the governance of our real estate market governance, the local governments bears a very important role, directly regulate and guide the functions of the government in regional real estate market. Therefore, only with full attention to the role of local government, ensuring the results of the local governments’ functioning in the real estate market, could ensure China’s real estate market healthy and orderly development fundamentally.Firstly, based on the research results of other scholars, this paper defines the related concepts the real estate market governance, and summarizes the theory of government functions and governance theory that this research covers, and clearly definite how to apply relevant theories to this article research.Secondly, this paper provides an overview on the real estate crisis in Ordos City and analyzes the problems in the development of Ordos City’s real estate market with detailed data. Thus from the perspective of marketing supply and demand, this paper analyzes inadequate performance of the local government functions governance in the real estate market.Finally, based on the above, using the government functions theory and governance theory, this paper proposes targeted recommendations to the effective governance of Ordos City’s real estate market, including:implementing relevant national policies strictly and improve the supporting policies, optimizing of the real estate market supply of land, formulate a scientifically real estate development planning, strengthening the regulations in the real estate development enterprise, ensuring effective housing needs are being met, curbing investment and speculative demand, strengthening the real estate financial market regulation, meeting the demand for social services, strengthening supervision in the governance process. It hopes to provide a reference for the government to achieve effective governance of the real estate market.
